well GE is in 2016 so no hikes ard that period - so better amortise all the increment that is needed and spread it over the 3 years before the GE...

The remaining 3.4% will be carried forward into the 2014 Fare review exercise (together with year 2014's CPI , EI, Wage index , figures will be up in April) to come out with another round of increment for 2014-2015. 3.4% is not the increment slated for 2014.

In other words G cannot claim there was no fare hike in 2013, because it was merely delayed to this year. Hence, sneaky.
