To be correct, it is a Statutory Declaration which carries legal weight in itself, so to which party (Authority or Schools) is an immaterial point. It's not something to be taken lightly.

On the question of whether the whole issue could be prevented by system, it's a fine balance to achieve between privacy and convenience. You can't have both ways. I personally don't want the government to know everything automatically. I suspect what happen was correct. They let the parents declare, but did offline verification, which detected the discrepancy.

All govt forms has "I certify the above is true...." before you sign.

Tell the truth so you dont have to remember anything you say or sign.

There is no argument about always to tell the truth. The point is when someone cut corner, the penalty has to be proportion. What if someone steal an apple and sentence to death for it ? Well you can say don't steal. But does it make sense as an argument point ?
