Rampant use of fake receipts hampering China’s anti-graft efforts

SHANGHAI — To begin to comprehend China’s vast underground economy, one need only visit Shanghai’s major transportation depots and watch as peddlers openly hawk fake receipts.

“Receipts! Receipts!” calls out a woman in her 30s to passers-by.

“We sell all types of receipts.”

Buyers use them to evade taxes and defraud employers. And in a country rife with corruption, they are the grease for schemes to bribe officials and business partners.

This is nothing new under the sun and certainly not unique to China. Anyone been to Malaysia to buy high value stuff would have experienced.

That's why Taiwan had to have a unified receipt system as Taiwanese are very good at finding loopholes. They even had national lottery to entice people to submit their receipts so the government can check.
