South Korea Tries to Curb Parents' Education Spending

I wonder would our country face the same problem of having an excess of university graduates resulting in underemployment. Also, similar to South Korea, we have parents who spend tremendous proportion of their income (approx. 10-15% of income) on enrichments programs and tuition. Any potential future ramifications on our economy if this trend persists or tuition war escalates?
