Too early IMHO. No blood on the streets yet, just some minor bruises. Not nearly enough fear. Wait until you see the whites of their eyes (wide open in panic), then pull the trigger.

On the other hand, if a tasty bit of game wanders in front of your sights, there is no need to wait, we all need a snack and some target practice.
