To be safe, I'd avoided the Tokyo area. Furthest to the west, is the Kyushu area - Fukuoka (direct flight also), Kumamoto, Kagoshima. Not as bustling compared to Tokyo / Osaka, even at Hakata (main city of Fukuoka). But, can go for different experiences like Crane watching, Hot Spring towns (got 'Steam Boat' kind of meals using natural steam from Hot Springs,...

My main ATM cards are still POSB/DBS. I withdraw $1000 each time (interest rate so low, don't need to worry too much about interest opportunity cost) plus keep most of the withdrawn cash at home. Only withdraw from ATM during those times when there are no queue. I know the 4 different ATM locations aro' the MRT station near my place and I know when they're not crowded eg. after 8pm and not during mth end / beginning. I do have OCBC + MayBank as contingency in case I need cash urgently and DBS/POSB ATMs have long Qs...
